They use them to help keep the race horses calm. Some of the race horses are extremely difficult to hold back so when they are making their warm up approach to the starting gate they will actually run away with the jockey. If they are being led by another rider on another horse, the race horse doesnt get the chance to run away before the race begins. (If the horse ran away, the horse would do poorly in the race)
